The Joint Seat Allocation Authority also known as JoSAA, is an agency established by the Ministry of Human Resource Development (MHRD) to manage and regulate the admission to 92 tertiary institutes administered by the national government of India.[1]
History
The agency was established by the ministry in 2016 to manage the allocation of seats for admission to 92 Indian Institutes of Technology (IIT), National Institutes of Technology (NIT), Indian Institutes of Information Technology (IIIT) and Government Funded Technical Institutes (GFTI), starting with the 2016-17 academic year. It is made up of representatives from the ministry's Joint Admission Board and Central Seat Allocation Board, which are responsible for the allocation of seats to IITs and the other institutes respectively.[2]
Spot round controversy
According to industry reports, between 3,000[3] and 5,000[4] seats in the institutes have been left vacant following the 2016 counseling process. Despite calls for a spot round of allocations to fill the vacancies, the agency has announced that a spot round will not be conducted.[2]
Recent developments
Recently Many members of Indian parliament have met with the President Mukherjee and MHRD minister Prakash Javadekar To urge for Urgent spot round. Member of Indian Parliament Lok Sabha Sushmita Dev from Assam who is known to be compassionate and supportive towards students said that she personally met and requested the Hon’ble President to intervene in the matter. She said to Indian Eduacationist website, Careers360 that she had written to MHRD Minister, Mr Prakash Javadekar in this regard and she is hopeful that it will work in favour of the students.
MP Ananda Bhaskar Rapolu has also written to the MHRD wherein he has urged the ministry for expediting the process towards conducting a spot round of counselling. His letter reads
It is usual justified practice to completely fill all the seats in such premier institutes with a spot round. I humbly urge you to immediately announce a spot round for filling up all the vacant seats across all IITs and NITs +System.— [5]
Ananda Bhaskar Rapolu urged that a spot round at this stage will ensure admission of students to the institutes of national importance, while saving huge sum of money that the ministry spends on running the premier institutes every year. .[6]
