Elfreda Higgins (born c. 1946) is a member of the Garden City Council[1] and a former Democratic Idaho State Representative representing District 16 in the B seat.[2][3] Higgins was the Assistant Minority Leader for the Democratic House members.

Education

Higgins earned her bachelor's degree in business management from the University of Phoenix.

Elections

Higgins was elected to the Garden City Council in 2013. She previously served on that body from 2006 to 2011.[1]
