Dmitry Mezentsev
Dmitry Fyodorovich Mezentsev (Russian: Дми́трий Фёдорович Ме́зенцев; born 18 August 1959, Leningrad)[1] is a Russian politician and the Governor of Irkutsk Oblast, General Secretary of Shanghai Cooperation Organisation, appointed on 7 June 2012, to hold position from January 1, 2013 to December 31, 2015.[2] He was appointed to head the foreign affairs and media committees in the upper house of the Duma by Vladimir Putin.[3]

- Medal "For Construction of the Baikal-Amur Railway" (USSR)
- Commander of the Order of the Legion of Honour (France)
