"ASAN service" (Azerbaijani: ASAN xidmət) is the Azerbaijani model of service delivery mechanism to render public and private services from one single space. The acronym of “ASAN” stands for “Azerbaijan Service and Assessment Network”. The word “asan” means “easy” in Azerbaijani.

Unique legal structure

“ASAN Service” has created an innovative model of public service delivery, where numerous services by government agencies and private companies are delivered from single physical locations called ASAN Service centers. The uniqueness of ASAN in comparison with other likewise entities in the world is that the State Agency is ensuring the "space", where governmental agencies are directly rendering their own services.

Thus, the State Agency, which the "ASAN service" center is subordinated to, is responsible for setting-up the standards, work principles and regime, watchdogging the daily functioning while the governmental agencies are held to fulfill the quality work. To this end, there is no conflict of interest between these two pillars of the content of "ASAN service" center. Plus to that the State Agency itself is totally new, neutral body that does not provide any state service. It is responsible for standard-setting, optimization and monitoring and assessment of service-provider entities well referenced as terms in its Statute.

What makes this service particularly unique is that the State Agency, which is an entirely neutral body, oversees the operation of the ASAN Service centers and is responsible for establishing standards and work principles. The government agencies and private companies alike, on the other hand, are directly responsible for providing their own services. The responsibilities of the State Agency do not include provision of services, and therefore there is no conflict of interest and duplication between the State Agency and service providing agencies.

All services in the centers are rendered on the basis of single standards and principles, namely efficiency, transparency, accessibility, courtesy and comfort.

Thus, ASAN Service centers employ a "one-stop-shop" principle by providing about 270 services from 10 state entities and around 25 private companies. Thus, the model embodies the successful example of Public-Private Partnership. Overall number of rendered services together with the functional subsidiary services is more than 270:

  1. Birth registration;
  2. Death registration;
  3. Wedlock registration;
  4. Registration of divorce;
  5. Registration of child adoption;
  6. Registration of determination of paternity;
  7. Registration of changes to the given name, patronymic and family name;
  8. Issuance of certificates (renewed certificates) on state registration of civil status;
  9. Notary service;
  10. Issuance and renewal of identity cards;
  11. Issuance and renewal of passport of citizen;
  12. Renewal of driving licenses;
  13. Reference note about the conviction;
  14. Extracts of registration of property rights over the living houses (apartments), except the initial registration;
  15. Reference note of state registration about restriction (encumbrance) of rights over the real estate;
  16. Issuance of certificates from state register about the description of the real estate;
  17. Registration of commercial legal persons and tax payers;
  18. Archive references to legal and physical persons;
  19. Receipt of customs declaration and documents for customs clearance;
  20. Granting temporary residence permission to foreigners and stateless persons in the Republic of Azerbaijan;
  21. Granting permanent residence permission (immigrant status) to foreigners and stateless persons in the Republic of Azerbaijan;
  22. Granting work permit to carry out paid labor activity in the territory of the Republic of Azerbaijan to foreigners and stateless persons.

  2. Providing information on all services rendered by the state entities.

Travelling ASAN service

According to the instruction of the President of the Republic of Azerbaijan buses equipped with necessary modern technology serve to citiziens residing in the regions to ensure service delivery and to enable the population benefit from the services without visiting the centers in the regions where “ASAN service” centers have not been established.

Mobile ASAN service

By dialing 9-108 the citiziens can benefit from mobile services upon order through additional fee as set forth in a law without living his\ her work or residence place, as well as current place of presence.

Free of charge "Call" Center - 108

Via call center a citizen can acquire information about all state services, required documents for application, take a queue and submit suggestions regarding the activity of “ASAN service” centers.

All calls to "108" from fixed telephone (house, office) numbers installed in any region of the country are free of charge.

Currently 9 ASAN service centers and Mobile ASAN service ensure an access to the services. Each day around 2000 citizens are visiting each ASAN service center.

After the launch of “ASAN service” center No.4 on May 15, 2014 the limitation on place of registration in Baku city was lifted up and citizens of capital now can apply any centers nearby and benefit from rendered services.

Sumgait "ASAN service" center offers services to the citizens residents of Sumgait city, Absheron, Khizi, Guba, Gusar, Khachmaz, Gobustan, Siyazan, Shemakha and Shabran districts.

Ganja "ASAN service" center serves to the citizens residing in the Shamkir, Tovuz, Aghstafa, Gazakh, Goranboy, Goygol, Gadabay, Kalbajar, Khojali, Samukh, Dashkasan districts and Naftalan city along with the city of Ganja.

Sabirabad “ASAN service” center serves to the citizens residents of Sabirabad, Imishli, Kurdamir, Hajigabul, Shirvan, Salyan and Beylagan.

Barda “ASAN service” center serves to the citizens residing in Barda, Fuzuli, Aghdam, Aghjabadi, Lachin, Yevlakh and Tartar.

Statistics

Around 6 million people have received ASAN services since its inception.

Mobile ASAN Service is a top innovative approach developed by the State Agency for ensuring the universal accessibility of the citizens to services throughout the country. This service ensures proactive approach by bringing state services to the people. It involves well-equipped large buses that travel to the regions to deliver services in rural and remote and hard-to-reach areas that do not host ASAN Service centers.

This type of service is conceptually new and, in fact, ground-breaking in Azerbaijan and beyond. Since its establishment in May 2013, mobile state services have been provided to more than 230,000 citizens in almost all the regions of Azerbaijan.

The State Agency has also launched intra-city mobile services in the capital city of Baku. By paying an additional fee, intra-city mobile services enable citizens to receive services at work or home address, or any other location they wish. In order to promote social cohesion and solidarity, these services are available free of charge to all persons with disabilities and to children with limited health conditions.

Our awards

On June 23–26, 2015, “ASAN service” received the 1st place with the special prize in the category of “Improvement of the public service delivery” and awarded with a diploma by 2015 UN Public Service Delivery.

State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and subordinated “ASAN service” centers is a winner of competition by the British Safety Council in the field of “Establishment of safe working conditions in the organization of public services” held in accordance with 13 areas and more than 700 applicants of institutions from various countries.

On February 19, 2014, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan has been awarded with an international certificate ISO 9001: 2008 standard in the direction of the efficiency and citizen satisfaction applying to the “ASAN service” centers which is connected with taking into account the rights and interests of citizens.

The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan was awarded with international certificate on quality management ISO: 9001:2008.

"ASAN service" was awarded with "UGUR 2013" for efficient service and its contribution to the state-citizen relations.
